Leylin who was not even a Paragon but close to it could create a continent that yields AP of High 6-C (Large Island) - HERE.

Not only is he stronger than a Paragon but even his Will is stronger which increase its power.

Will is the power of Paragon and Sovereign, its a type of energy that they use to increase their attacks.
Sovereign's Might is a "potion" that increase the power of someone by a hundredfold for a short period of time.
"I feel…” Linley said with a laugh. “That after fusing three types of divine power, my strength is indeed a hundred times greater. I sense…that it is comparable to when I use Destruction-type Sovereign’s Might!” Linley was skilled in the Laws of the Earth, and so when he used Destruction-type Sovereign’s Might, it naturally wasn’t completely effective, only increasing his power a hundred-fold or so. It was comparable to a triple fusion of divine power."

There are no contradictions regarding any feats as its a gradual growth from each stage of power. It's stated that a Paragon can even resist to attacks from a Sovereign as long as they don't come with their true bodies thanks to having developed Will within themselves. Sovereign mere presence can destroy and entire Material Plane. So it's not an outline or contradictory.
