First of all I will find the beam speed:
- Crater = 5 px = 219.84 m
- Screen = 317 px
Distance = 219.84*317/(5*2*tan(35deg)) = 9952.66 m
To find the time, I will find the speed at which the building was launched and the distance between the building and Psykos.
- Genos head = 4 px = 0.223m
- Screen = 320 px
Distance = 0.223*320/(4*2*tan(35deg)) = 12.73 m
In the scene, the Psykos beam hits the ground before Atomic and his gang go to meet it, that is, he crossed the almost 10km before they crossed that distance.

Explanation[]
To find the speed of Psykos' beam, I first found the distance it crossed when it was cut by Atomic (9952m).
After that I calculated the distance between the building and Psykos, with that I found the time for the beam to have crossed almost 10km, since the beam crosses this distance before Atomic/Darkshine and PPP reach Psykos, after that it was just a matter of finding the Atomic movement.
