Intro[]
You've all seen the thread. Solar Beam is light. Activates solar panels, can be emulated via reflecting light off a mirror or prism, and the many Pokedex entries. Even got Kep to accept it. I'm just reduxing the calc to make myself not lazy.
Feat[]
Gyarados and Golem dodge Solar Beams from a Ninetales in GO (any Pokemon can do it, it's just that these are the two in the video).

Calc[]
Golem is easier to calc than Gyarados due to being round and due to how it attacks.
Laser takes 5 frames to hit ground from yay distance. Golem takes 6 frames to leap into the air.
Golem is 1.4 meters tall
Golem jumps 234 px. Golem is 160 px tall in that pic.
Golem jumped 2.05 meters in the air.
Back to the light beam thing.
Light beam is 370 px. Moved a distance of 3.2375 meters.
Now time for the fun part...frame math...
Light moved 3.2375 meters in 5 frames in a 25 fps video
Golem moved 2.05 meters in 6 frames in a 25 fps video
Comparing the speed, Golem leaps at .53 c
