Introduction[]
In My Hero Academia: Heroes Rising. Bakugo slides right next to Nine, and attempts to hit him with an explosion.
However Nine is fast enough to raise his arm and block the blast with his shield. As we see here, which is the last frame before the explosion, Nine's arm is still at his side. This means he moved his arm the exact same time as Bakugo's explosion went off at the least. I'll be calculating Nine's speed.

Nine Height = 189 cm (291 px)
Shoulder to Palm Length = 65.59 cm (101 px)
Distance From Bakugo's Attack = 85.08 cm (131 px)
Distance Bakugo's Explosion Traveled Before Hitting Nine's Palm = 85.08 - 65.59 = 19.49 cm
Nine is abled to raise his palm, and than extend his shield before the explosion can reach him.
Nitroglycerine detonations can keep a stable speed of 2000 meters for at least 10 cm, and then it drops to 400 m/s.
Timeframe (2000 m/s in 10 cm) = 0.00005 seconds
Timeframe (400 m/s in 9.49 cm) = 0.00023725 seconds
Total Timeframe = 0.00005 + 0.00023725 = 0.00028725 seconds
Now I'll find the distance Nine's arm moved, by using this calculator. And putting his shoulder to palm length as side A and B.
Distance = 92.76 cm
Nine's Arm Speed = 0.9276/0.00028725 = 3229.24282 m/s, Mach 9.41 (Hypersonic)
He also raises a shield to protect himself. It isn't instantaneous and since he didn't have a mark on his body the shield must've formed before the explosion touched him.
Shield Height/Radius = 161.07 cm (248 px)
Shield Speed (400 m/s) = 1.61/0.00028725 = 5604.8738 m/s, Mach 16.34 (Hypersonic+)
Bakugo is able to kick Nine's arm away before he can make his shield, so this should scale to him.
