EMP Dodge[]
Here are demonstrations of laser and EMP dodges. To demonstrate I equipped auto-chips to automatically dodge the attacks. In other words, the game will perform the dodge and not me. With the exception of two dodges, all of these dodges were performed by the game itself. I even take my hands off the controls in most instances so even the direction of the dodge was not determined by me.
EMP Speed[]
Below is a portal for a downloadable PDF written by the Washington State Department of Health Office of Radiation Protection. Second page, third section, first paragraph, fourth line says that EMP's travel at the speed of light.

Distance calculations[]
You are able to pull off this dodge even at the closest the game can permit. In other words, the closest the hitbox will permit.
Reference the image below. 2B is 542 pixels in height. She is 70 pixels away from the machine.
1.68/542= x/70
x = 0.21697 m.
I will use three distance calculations. The length of a full dodge, the radius of the blast (escaping it from its center), and the diameter (escaping it by taking the longest possible route).
For the dodge, I went to an area where the camera is positioned directly above so we can see the full image. I then performed a perfect evade to a machine attack and measured the distance. Reference the image above. I took a machine diameter from the first image above. Because the machine being measured is a medium biped, I took the diameter of its smallest section which is the same section as the small biped which I used to attack.
1.68/513 = x/289
x = 0.94643 m.
Reference image two above. The machine is 71 px in diameter. It is 389 pixels to 2B. Recall a small biped is 0.94643 m in diameter.
0.94643/71=x/389
x = 5.18537 m dodge distance.
What is the largest EMP blast that can be dodged? The largest EMP that can be dodged comes from the medium biped. How big is a medium biped? Reference the image below. 2B is 513 pixels tall. The biped is 846 pixels tall.
1.68/513 = x/846
x = 2.77053 m.
How big is a medium biped's blast? Reference the image below. The medium biped is 322 pixels tall. The blast is 502 pixels in diameter. Recall a medium biped is 2.77053 m tall.
2.77053 /322 = x/502
x = 4.31927 m in diameter.
or 2.159635 m in radius.
