2. Elaboration on Jenova's Feat and Shiva's Scaling:

It can be concluded that the Planet tasked Shiva to tend the impact crater because it estimated Shiva would be enough, thus Shiva and Summons on similar level, the other low-tiers such as Ifrit, and the mid-tiers, scale to the meteor impact of Jenova's arrival, even if they don't scale to Jenova herself. Had the Planet noticed the full power and threat of Jenova right away it would have taken much more drastic measures from the start. 天空を動く星々が作用してできた時空の歪みを発現させダメージを与える。 tenkū o ugoku hoshi ga sayō shitedekita jikū no yugami o hatsugen sase damēji o ataeru. Deals damage by revealing the distortion of time and space brought about and created by stars moving in the sky.

Annex - Boost from Materia and Magic[]

In the original Final Fantasy VII is possible to increase the Dexterity stat further through the use of Materia and equipment, with Dexterity corresponding to the character's speed, which translates in how quickly their ATB bar fills and how quickly they get turns to act, as well as their accuracy and evasion rate in the original game.

While altering the parameters themselves with raw numbers (for example, equipping a Chocobo Feather which would increase Dexterity by 10) is considered Game Mechanics as it's virtually impossible to translate from the gameplay itself without a lot of assumptions and guesswork, there are two elements that provide a boost that's perfectly applicable in a versus setting:

  • Haste: This recurring augment reappears in Final Fantasy VII, both in the original game and in Remake. It increases the speed of the target by x2 (original) or by x1.3 (Remake).
  • Speed Plus Materia: Available only in the original game, this Independent Materia when fully mastered increases Dexterity by x1.5 and several copies may be equipped for an increase of up to x2.

In other words, using via Haste and Speed Plus, it's possible to increase the character's speed up to by x4 in the original game by combining both, or by x1.3 in Remake with Haste, as Speed Plus doesn't exist in that game. Other entries such as Crisis Core and Dirge of Cerberus don't have these options (not enough info on Before Crisis).
