Oboro reacted to a bullet
A sniper shoots at Oboro head while he's looking away. Turns out Oboro reacted in time to block the bullet by activating his vector powers, just before the bullet entered his skull

As Oboro said, more 1 centimeter than the bullet would have hited his skull. So the distance is 1cm.
A bullet speed is between 800 m/s and 1000 m/s, then lets use the average, 900 m/s.

Well, using 1cm was wrong cuz of reasons that I cant understand.
