According to Capcom Mega Man's motor can output 1500 horsepower at it's maximum. This blog has more information. I'll be doing a couple calculations based on this. This isn't anything super serious, as the same blog has Capcom saying Rush is only 300 km/h.
Mega Man Power Output - 1,118,500 W or 1,118,500 J/s
Mega Man Weight - 105 kg
Speed from KE - √KE/(0.5*m)
√KE/m = √1,118,500/(0.5*105) = 146 m/s
This is, of course, assuming no friction takes place and that Mega Man is 100% efficient. Although it is funny that that would make him nearly double the speed of Rush.
As for AP, W is just J/s. So 1,118,500 J would be 1.119 Megajoules.
