But the problem is: there is no calculation!
So I am adding in one.
First: This is a retelling by Po about the Master Black Tortoise, and while the following is said by Po, the scene is portrayed as part of Po's verbal descriptions in Bao's imagination.

For the feat itself... Assuming a meteor did get deflected by a mirror ki shield, I have nothing other than a picture depicting a meteor about to get blocked by a chi shield bigger than the meteor itself. Nothing suggested that the meteor is a big one or a small one. Nor is Po suggesting the actual size of the meteor. Nor is he hinting that the meteor itself is life-wiping or planet busting etc.

Phantom Falcon insisted the feat is totally calculable. I will try.
Researchers believe that without obstructions, a person with healthy but average vision could see a candle flame from as far as 1.6 miles. (This site and MIT may charge a free click count per opening. You are warned.)
And a candle flame can be as small as 1 cm. Switch on a gas stove and observe yourself.
This gives a visibility range of 2574.9504 m on an object with a diameter of 0.01 m or radius of 0.005 m. This is important as I am assuming Black Tortoise can deflect the meteor by the time it becomes as visible as a candle flame.

In Legends of Awesomeness, Po dodged Bian-Zao’s electricity, which are stated to be lightning bolts, albeit mystical ones.

First, Pang Bing is a sorceress. Her lightning being natural lightning is questionable.
Second, the said mystical energy does not zap Po, just slams Po into a wall like an energy blast or pseudo-telekinesis. The lightning properties are questionable if straight out negligible aside from looking like one.

This - Paws of Destiny feat
It took roughly 50 seconds to seal Jindiao away. And this Jindiao was bound by "Four Constellations". And tug of war with Po and the Four versus Jindiao still took 50 seconds. So the seal should work only with matching or even overwhelming strength.
Scaling[]
One post-Wellspring-amped Po = One prime Jindiao = at least 1 constellation master, possibly 4 constellation masters
Likely the Canyon Diablo Crater should be accepted and this means derivable AP ceiling of Paws of Destiny = at least city, possibly higher.
Should the absolute absolute high end be accepted, this means derivable AP ceiling of Paws of Destiny = at least country+, possibly large country level.
