Introduction[]
At the end of the first Godzilla movie, Dr. Serizawa kills Godzilla with a device called the Oxygen Destroyer, a device that asphixiates animals (Which are mostly water, which in terms of mass is mostly oxygen) to the most overkill degree, splitting all of the oxygen atoms in the surrounding medium, on a scale potentially rivaling that of a nuclear bomb's blast radius
https://www.youtube.com/watch?v=ovZ3Ajfk2_s
In comparison, the hiroshima bomb didn't even fission a kilogram of material, and while uranium is around a hundred times more complex than the element in question, giant monsters like Godzilla weigh many millions of kilograms, and that's not even considering the surrounding environment.
Oxygen Destroyer's Effects[]
According to statements from Serizawa in the original movie and the Tohokingdom page (Which by the way should only be considered a secondary canon source if its official), Oxygen Destroyer's energy splits, or disintigrates Oxygen atoms.
"515

All of the oxygen in the
water was disintegrated.
516
01:12:59,200 --> 01:13:01,826
The organisms in the tank
died of asphyxiation.
517
01:13:02,100 --> 01:13:04,662
Their remains were liquified
by my Oxygen Destroyer.
518
01:13:06,200 --> 01:13:09,851
Overall, it's a device that
splits oxygen atoms into fluids.
519
01:13:10,450 --> 01:13:11,801
My...
520
01:13:15,400 --> 01:13:22,012
I intended to devote my work to
the study of the element oxygen.
521
01:13:22,100 --> 01:13:24,949
But, in the course of my research,
522
01:13:24,950 --> 01:13:27,867
I came across an unknown
form of energy.
523
01:13:28,300 --> 01:13:31,149
In my first experiment,
524
01:13:31,150 --> 01:13:35,124
I discovered a powerful force
that scared me beyond words.
525
01:13:36,900 --> 01:13:39,436
I didn't eat for two or three days!
526
01:13:49,200 --> 01:13:54,249
Just a little piece of this,
dropped into the water,
527
01:13:54,250 --> 01:13:58,997
could turn the entire Tokyo
Bay into a graveyard!
528
01:14:04,000 --> 01:14:05,999
Why are you working on
such an awful project?
529
01:14:06,000 --> 01:14:12,526
Emiko! I perform my work
strictly as a research scientist!
530
01:14:12,900 --> 01:14:18,289
But what if... what if your discovery
is used for some horrible purpose?
531
01:14:18,300 --> 01:14:19,907
You're right.
532
01:14:20,650 --> 01:14:23,327
Used as a weapon, this would be
as powerful as a nuclear bomb.
533
01:14:23,900 --> 01:14:28,591
It could totally destroy humankind!
534
01:14:31,550 --> 01:14:35,263
But I believe I can find a use
for the Oxygen Destroyer...
535
01:14:35,500 --> 01:14:37,841
that will benefit society.
536
01:14:38,600 --> 01:14:40,669
Until then,
I won't reveal its existence."
Dr. Serizawa also stated that a "small piece" of the energy could spead throughout the entirety of Tokyo Bay.
https://en.wikipedia.org/wiki/Tokyo_Bay
Tokyo Bay has an area of 1500 square kilometers and an average depth of 40 meters
A cylinder with these dimensions (1500 km^2 face surface area and 40 meter height) has a volume of 60 cubic kilometers, or around that of a large mountain.
http://i.imgur.com/ioRzOsE.png
60 cubic kilometers of water has a mass of (6e+10 cubic meters times 1000 kg per cubic meter) 6e+13 kilograms, or 6e+16 (thats 16 zeros after the 6) grams
Oxygen Splitting[]
When an oxygen atom loses protons (splitting off part of the atom's nucleus), it ceases to be oxygen and becomes different elements. If it were simply losing electrons, it would still be considered an Oxygen ion. And if it were being entirely converted into energy, there wouldn't be any liquid or mass left over.' However, the word "disintigrated" (which means destroyed) is also used, perhaps denoting that the atom was split apart entirely into individual protons, neutrons and electrons that join back into another element. This should justify the generic "atoms were destroyed" type energy value, or the binding energy of the atom.
http://www.antonine-education.co.uk/Pages/Physics_5/Nuclear_Physics/NUC_07/Nuclear_Page_7.htm "The binding energy is defined as the energy released when a nucleus is assembled from its constituent nucleons. It is equal to the energy needed to tear the nucleus apart into its nucleons."
1 mole of water has 16 grams for the oxygen (since it has an atomic mass of ~16 on the periodic table) and 2 grams for the 2 hydrogen atoms which adds to 18 molar mass
so 1 mole of water = 18 grams and 18 grams of water has 6.022*10^23 molecules of water
1 molecule of water has 1 oxygen atom
so 18 grams of water (1 mole) has 6.022*10^23 oxygen atoms
6.022*10^23 / 18 = 3.3455556e+22
1 gram of water has 3.3455556e+22 atoms of oxygen

The binding energy of the entire atom should be around 16 times larger than the binding energy per nucleon, as there are 8 protons and 8 neutrons in an oxygen atom. The table lists that its binding energy is 127.619339 MeV, which translates to 0.00000000002 joules to disassemble an oxygen atom
Multiplying by 3.3455556e+22, this translates to 6.69E+11 Joules per cubic centimeter

Tokyo Bay's Oxygen: 6e+16 grams
Oxygen count per gram: 3.3455556e+22 atoms
3.3455556e+22 * 6e+16 = 2.0073334e+39 atoms
2.0073334e+39 atoms of Oxygen in Tokyo Bay
Energy per atom: 0.00000000002 joules
2.0073334e+39 * 0.00000000002 = 4.0146668e+28 joules
