Destroyman's beams are already accepted as light (especially cause the verse has other Relativistic stuff), so this is just calculating how fast Travis has to react to dodge that attack. We don't have any canon heights, but I'll go with 175 for Travis and 180 for Destroyman as the latter is definitely taller.
Angsizing both of them
Travis: 2atan(tan(70deg/2)*[138/1080]) = 10.2253902 degrees => 977.97 cm away
Destroyman: 2atan(tan(70deg/2)*[198/1080]) = 14.6302619 degrees => 701.09 cm away, so Destroyman is 276.88 cm closer.
Anyway, as for calculating the length of the line I drew between them, I'm not sure which one I should use for pixel-scaling it, so I'll use both of them, with an average between the two as a mid end. Then to get the full distance between the two I'm gonna use Pythagoras' theorem between the result and the 276.88 cm.
High End = 772 : 198 x 180 = 701.82 cm => Full distance = 754.46 cm
Low End = 772 : 138 x 175 = 978.99 cm => Full distance = 1017.39 cm
Mid End = (978.99 + 701.82) / 2 = 840.41 cm => Full distance = 884.85 cm
And then I'm gonna calculate the timeframe Travis had to react in. This is for reactions ofc
High End = 7.5446 m : 299792458 m/s = 2.51660767e-8 seconds, Relativistic
Low End = 10.1739 : 299792458 = 3.39364775e-8 seconds, Sub-Relativistic+
Mid End = 8.8485 : 299792458 = 2.9515419e-8 seconds, Relativistic
Travis shifts his whole body by a lot when dodging, so assuming 80 cm isn't wrong imo.
High End = 0.8 m : 2.51660767e-8 s = 31788824.7 m/s, 0,106 c, Relativistic
Low End = 0.8 m : 3.39364775e-8 s = 23573454.3 m/s, 0,079 c, Sub-Relativistic+
Mid End = 0.8 m : 2.9515419e-8 s = 27104477.2 m/s, 0,09 c, Sub-Relativistic+
It's worth mentioning that with the Low and Mid end Travis will still get into Relativistic with his speed amps, there's no stated multiplier but they're definitely more than 1.1x considering he makes people comparable to him look like they're moving at slow-motion while still moving faster than usual lol.
