Summary
Time Manipulation (sometimes called Chronokinesis) is the ability to control time itself. Examples include time travel, Precognition, slowing down time, speeding up time, etc. As time and space are connected, many users can also manipulate space.
Another use of time manipulation is Time Stop, which is the ability to stop time and move around normally. In stopped time, characters can attack immobile opponents or set up and dodge attacks. Characters may be able to stop time for only a few seconds, or much longer – in some cases, they may be capable of stopping time indefinitely. Often, characters who can stop time can move in the stopped time of others as well.

- Characters in video games shown to be able to "slow" or "stop" time entirely might just be making use of an ability that consists of Speed Amplification, Enhanced Senses or/and Perception Manipulation, unless the game or its lore explicitly state or show it to be otherwise.
- By default, the range of time manipulation is considered universal unless explicitly demonstrated or specified otherwise.
