With Speed Equalized this becomes difficult. It depends who can outdo the other before the other hits. One has an special hax attack that definitely will K.O if it lands. The other has an AP difference that will outright K.O the Creation Trio if they hit first. It depends on the intelligence of both.
They seem relatively equal in intelligence , so I vote inconclusive
Even with prep, what could Seth do? The Dinos don’t have too many haxes and given in a weeks time, Cyrus would be able to devise a strategy to deal with a near haxless opponent. I vote Cyrus becuase of the sheer volume of hax abilities he has. Not to mention Dialga and Palkia have a tendency to lead with their Space/Time hax. It’s all a matter of who hits first, but my vote is on Cyrus because of his hax.

The dinosaurs scale to the Dark Pterasaur, who has the power of the Cosmos Stones, artifacts that passively balance, rule over, destroy and can re-create all of time and space in the Dinosaur King verse where there is a time-space for every passing moment in history. For every minute, even every second.
Just realized couldn't either one distract the dino with hax while the other uses it's more deadly hax to finish the fight? (its still two 2-Bs verse one 2-B) plus cosmic awareness means they'll know how much of a threat Seth and Cryolophosaurus are.
In Diamond and Pearl: Adventure, Cyrus forced Dialga to do multiple temporal tricks like speeding up, stopping time or even returning the universe and everything in it to a previous state of existence.
Also in games, Cyrus used the powers of Dialga/Palkia to erase his universe and recreate it according to his vision, so yes, I think he knows how to use their powers.
Actually I just realized. Does Cyrus even know Dialga and Palkias full capabilities?
He has studied Sinnoh myths all his life moreover he knew the space-time duo can create/destroy reality, he knew the lake spirits had the power to seal either Palkia or Dialga plus he has a week with the embodiments of time and space (who happened to have telepathy).

I think it's not the first time that a pokémon is able to detect the strength of an opponent, or if something is wrong with its surroundings or if a partner has problems, for example a Mamoswine, in XY, it could feel that his friend Abomasnow was in trouble.
Cyrus was able to discover at least part of Giratina's nature by observing the distortion world. Also, the myths make it clear that Dialga and Palkia are prior to the birth of matter, so he could deduce that what he has in front of him are only physical forms.

Another thing; Cyrus created the red chain not just to shackle the space-time duo for his plans but to be able to use their "full" capabilities without being "restraint" to a pokéball.
Also I didn't mean 2 Vs 1 in an arbitrary way; I meant one very haxed 2-B Vs a (relatively) haxless AP 2-B is usually a close fight however TWO very haxed 2-Bs Vs a (relatively) haxless AP 2-B is pretty rough (one uses hax to stall, while the other uses more dangerous hax). The thing is while Dialga and Palkia absolutely out-hax, time stop isnt a win condition if the user cant actually kill the opponent IIRC. Otherwise its just an inconclusive result.
Plus, Dialga and Palkia are not fighting on their own in this particular battle, Cyrus is calling the shots. So he'd have to think of using that one tactic before Seth's Cryolophosaurus kills them with literally just a blink due to the hilarious difference in AP.
Yeah im gonna vote for Seth on this one too. While he stands no chance against Cyrus in the hax category, it ultimately depends on what Cyrus begins to start with. Meanwhile, anything Seth's Cryolophosaurus does will instantly kill Dialga and Palkia via the sheer AP difference, especially when he can just freeze them in a way they cant break out of. Even if Cyrus can think of using time-stop fast enough, that will at the worst make it inconclusive since Dialga and Palkia can't bypass low-godly regen.
Not to mention, dinosaurs in Dinosaur King have spatial manipulation of their own that is done very casually and it should be superior to Palkia's in terms of it's power.
I still believe Cyrus would figure out a way to incap with a week of prep (plus his existing knowledge of the Sinnoh deities prior to the battle as well as the Team Galactic resources), sure Seth can one-shot but Cyrus is far from stupid and knows brute force won't be enough to win (he did brainwash countless people to join his cause with just his "charisma" after all) moreover it's been shown it's in character for Cyrus to use hax immediately (as shown in the manga, now imagine what he can do with a week of hax experimentation?).
I'm voting for Cyrus via hax (can incap using BFR, Sealing, Time loop etc).
Plus even with all the prep in the world Cyrus won't be aware of the AP disadvantage as verse equalization assumes he doesn't know about their verse and it's powers. Plus he's more likely to lead with something that can either be dodged or blocked rather than existence erasure.
He made the red chain from the lake trio (all of which are 2-B) which is genius level prep in itself, not even taking into account all of the research he must have done to figure out what he had to do to get his plan to work. He only has his 2-B key via controlling Dialga and Palkia with the red chain.
Given a weeks prep time, Cyrus would need to do significantly less work than Seth would. All Cyrus would need to do is discover how strong the Dino’s are and devise a strategy around that. He is clearly aware of Dialga and Palkia’s abilities. Seth on the other hand would need to analyze both Dialga and Palkia’s hax abilities and devise a strategy that doesn’t involve one shotting them. Also are you referring to me getting the short end of the stick?
I mean, it's less about too much and more about what the character would do logically. If he has a week and he knows that his only advantage is pure strength, then making an army of dinos would definitely be done.
