Crocodile has the AP advantage from what it seems, with Croco having 447 Tons while Spongy has 216.17 Tons.
With a single touch, Crocodile can reduce Spongebob to ashes but, given Spongebob feat of regenerating from a cloud of dust, I don't know if it will have any affect. Crocodile still have the option of poisoning via his hook.
Given his Non Physical Interaction, would that allow Spongebob to touch Crocodile, because if not, then Crocodile could go untouched. Spongebob's bubble won't matter since Crocodile has been shown to be able to absorb mositure and water.
It would be funny to see Spongebob creating living sand monsters to attack Crocodile, though it won't affect him that much since he is resistance to sand.
I do not see how bob can deal with the quicksand of Desert Girasole. And yes, Croc would be able to use that by transforming the terrain into sand with his transmutation, and if not right (I do not see how it would not do) he can still avoid any attack with his flight and elemental intangibility. I'm voting for Crocodile.

Spongebob can just make a bubble to float around, and in this form he actually can fly by propulsating himself with bubbles.
Spongebob is also prone to using his explosion manipulation (either intentional or even as by accident), by the way.
Spongebob is also skilled with using his spatula as a sword, which can certainly help here.
Did I say all of them? The ones that don´t are practically his bubble manip, body control and the spatula part, the rest easily arguably falls into toon force territory.
Maybe a separate thread should be made to discuss this subject?
Intelligence actually has nothing to do with using or not using an ability; if a character doesn't like to use a certain ability, or prefers to use something else instead, then that's just how the character is, it doesn't have anything to do woth being dumb or intelligent.
