You have questions. Perhaps you don't even know what they all are, or care what the answers are at this point, but you have them, and you have many. If you opened this letter expecting those answers, I will tell you all that I have.

Which is none.

What is SCP-001? There isn't one. Was there a first anomalous object that was discovered? Of course. Was it important? Probably not. Confused? Good. At least you're still human. That's all we are, human beings. Human beings that thought we could reliably record the destruction of sanity. We were fools. We still are. The Foundation is compromised, it always has been, and it always will be. Why? We thought that there was a linchpin, a reason for it all—it's because we thought there was a "why".

There wasn't one.

This is the way things are. Nothing has changed, the universe hasn't broken down over time, this is how it's supposed to be. Personnel are told about SCP-001 because it comforts them. It helps to think there is a why, because that suggests that there is a solution, but there isn't. We do not repair: we secure, contain, protect. Surely you must have wondered why the objects are not numbered chronologically, in order of recovery? Surely you must have wondered why some objects have fully documented histories and others don't? Surely you must have wondered, given everything you know, why this world even still exists? See, I told you that you had more questions than you thought.

We don't know how much of what we documented is true anymore, it probably changes from day to day. There's no way of telling what is being affected by what anomaly, especially when there could be an infinite number that we haven't even discovered. Existence is an anomaly.

So what do we expect you to do, armed with this information, or lack thereof? Whatever you can. We do not repair, and we do not solve.

What are you?

A signature on a document. A suit in a boardroom. A voice on the phone. Mr. Siegel realized the truth too late: though Frederick Williams was the Foundation’s first Administrator, he was not the Administrator. I am, Mr. Lucien. I exist because of the Foundation. And the Foundation exists because of me. What is it that Purpose is always saying? To know my nature is to know the nature of the Foundation. Something like that.

Did you genuinely think Mr. Siegel joined the Foundation for power? That the Foundation seduced him and he fell for its wiles and ways? No. He reached a conclusion and made a decision, at the expense of his ideals. He did it for the same reason you’re standing here today - because he wanted to finish the job. Then you came along, and after all the warnings you still decided to put a spear through his heart, the only man standing between myself and all of creation.

And then? You picked up the phone.

And what if I hadn’t picked it up?

Don’t be silly, Calvin. Someone always picks up the phone.

I could still walk away.

Yes, you could. You could walk away right now, and nobody but you and me would ever know you were here. You could even press that button there, and see what that means for the Foundation. And then, in a few minutes, the phone would ring again, and again, and again — and no one would answer. No one would tell them what to do, Mr. Lucien. When those sites are broken open and the monsters inside are loosed from their cages, billions will die, and then more. And I’ll still be here.

You said it yourself; I’m a cancer. I’m the anomaly. I was born when the first man saw the first miracle - the emergent conscious of the entire Foundation. Frederick Williams didn’t realize what he had done when he did it, but Mr. Siegel figured it out, in time. Who do you think is in the best position to stop that cancer from spreading now? Certainly not Mr. Siegel - he’s impaled on a wall upstairs. You killed the rest of his protectors - those he charged to continue his work if he ever died. Who do you think will contain me now?

Summary

The Administrator is a mysterious figure in the SCP Foundation, often believed to be the only person superior to the O5 Council and having deep involvement with the formation of The Foundation in general. The Administrator's nature remains unknown, unclear, and often contradictory, with those claiming to be The Administrator varying in appearance and even species drastically. The Administrator is also likely not a single person holding the same position, and there is at least one fake Administrator. At least one person calls themselves the Administrator in every reality that The Foundation has access to; they all have the same role in the creation and leadership of The Foundation.
