Summary
Superman was a hero until his team mate, the Flash, was executed by the orders of president Lex Luthor, causing Superman and his allies to invade the White House before murdering Luthor in the Oval Office. Following this, the Justice Lords became a global hegemony enforcing totalitarian peace on the rest of the world, arresting citizens over the smallest violations, aided by Superman lobotomizing many of their enemies with heat vision, until Batman creates a interdimensional universe-traveling device, allowing them to set their tyrannical sights on the world of the main Justice League.
