I don't know if we should take her dialogues as truths. She was extremely overconfident, and in way over her head it seems.
She never actually fought anyone of importance and any statement of her being superior to someone (Like Sion), comes from a childish teenage girl who thinks she's literally invincible and infallible (And one other person). To the point of treating everything like a game.
There's also the fact that none of these people even know Sion's full power.
Also, wouldnt the Cat Gods have a system superior than the standard one? Mei is even called a "Saint" instead of a "Sage", and is free from the authorities of the sages, so idk. What Im sure of is that she is a 10-B without powers...or perhaps she was always a 10-B but with invicible damage / dura stats 🤔?

And while I don't think her feats/statements are enough to say she's superior to sages like Sion.
Because of the sage candidates' reaction to her powers. And her own overconfidence of her abilities (Along with the fact that she knows the abilities of other sage candidates). I think it's safe to say she's way stronger than any sage candidates.
I think you may have made a tinsy error. LN Naofumi's Striking Class is rated incorrectly. Striking Class is physical striking strength (as in, blows with fists), as opposed to AP (Which is the maximum amount of power a character can dish out, which includes energy blasts and other abilities). He stays pretty much at Street Class for the entire LN series.
No, they're not just for punches; it's any striking ability, otherwise Batman (Post-Crisis) wouldn't have prep listed in his striking strength section as well. Ken Kaneki wouldn't have his kagune listed on there.
I did mess up and accidentally put Energy blast in his striking section though, which shouldn't be there. But completely physical attacks like Iron Maiden and Blood Sacrifice should still be there.
Well it also destroyed a bunch of cities and towns just by walking through them, and turned a mountain into "mere rocks" with its most powerful attack and then completely obliterated several mountains after it powered up, caused earthquakes with every step. ect. (And I still haven't even finished this fight in the LN)
But, I wonder why wouldn't you scale via size? Seems strange. I'll make sure to not miss that thread.
