Mainly the black hole stuff, apparently it's not really valid and I would kind of like to understand the difference between valid black holes and non-valid ones, and whether scaling off the Deplanetizer or the Eye of Infinity Laser in Secret Agent Clank would be fine.

I've watched most of 'em. I love the 2006 anime best, and the second would be Fate/Zero. I love the Saber/Shirou ship. It's my OTP. Plus Kawaii Kenji's score is legendary, and their proportions fit the game, unlike Ufotable, which just made them look more like anime characters. I prefer the 2006 anime. Given their build like Yu Yu Hakusho characters, and the beautiful music, it feels like a 1990s anime. I miss those times.
I wasn't in that thread (Luffy vs Cole) so I don't know the details.
But even if Cole has AoE, homing attacks and better range Luffy has speed enhancements and precog to help him with that so Cole'd have a bad time trying to get a good hit on Luffy. And it's not like Luffy abuses range. He will get close to land the strongest attacks.
And considering the vast majority of Cole's attacks are electrical-based more than the half of the versatility is rendered useless since Luffy was completely unaffected by electrical attacks far stronger than his paygrade (like 6-C attacks being around High 7-C).
And fair nuff. But Cole's specialty with his attacks is that his range attacks are useful up close too. In fact it gets more dangerous to get close to him, considering he can spam ice attacks close and with more volume.
True enough. Though Cole won't just spam electric attacks if he figures out the trick... But he still has the gigawatt blades which are basically lightsabers of lightning that cut off flesh. It worked against a very strong electric resistance and electric draining monster. And his lightning storm is able to pierce through it too. On the other hand, they're both 6-C at their high ends but on Luffy's Case he's high 6-C only if Gear 4th. He can't keep that up for long iirc?
Well it was argued that Luffy is dangerous enough to make Cole think twice before getting close due to the insane agility and reactions Luffy has.
Obviously I'm not saying he will spam electric attacks if they are useless. The Gigawatt Blades is the only thing I find helpful respecting to electric abilities against Luffy, at least before using Armament to vulcanize the body and G4: Boundman and Tankman are special on that regard.
The first time Luffy used the G4 he kept it up for 20 minutes but apparently that was retconned for Whole Cake and now he can use it for several minutes. Or we could say that if Luffy abuses the G4 the post-usage renders him Haki-less and unmobile while using it for smaller amounts of time just takes his Haki away.
Right now it's hard to make this match. Luffy is at best baseline 6-C with the new ratings so it won't happen anytime soon.

True. But by range being used up front, I mean he has a way to send Luffy back.
Well there's also the arc restraints that can bind, and some of Cole's explosive attacks and shockwaves can send people floating helplessly in midair. I'm unsure of whether those can tank Cole's sharp attacks especially if Cole focuses all the energy there, but I can't be sure.
Gotcha. In that case Cole's primary tactic would be to play keep away, which is possible considering his true flight. Also he might stay over water if they're fighting in a coastal area if he could lead Luffy there. Though that would be risky, it won't kill him.
With the current ratings Cole is faster but soon there will be a discussion about OP's speed and the characters with good Precog will get Rela or possibly Rela+ reactions and possibly combat speed. Right now they are massively superior to Mach 200 (going by the profiles because they are some feats putting him between Mach 1000 and 1300).
With Ice, yes, he can send him back but Luffy's Lifting Strength (G4) is far higher than Cole's so the Ice won't be such a problem everytime. Luffy has resistance to cold temperatures but is meaningless against true ice so that doesn't matter.
Sending Boundman Luffy mid-air is nearly worthless with the Pseudo-Flight tho. Keep Luffy away is possible but Luffy has good range. If this is first game Cole who are we talking about then Luffy has a very good range advantage. He's currently accepted at 13km but that's a bad method I fixed and he's now nearly 25km while Cole is stated at several Km. So even if Cole tries to keep Luffy away he'll have a bad time trying to avoid Luffy's attacks from far away he can do. Second game wins the range game by far so there's no discussion. He can play range game with that advantage with no problems if he's truly able to draw a solid line that Luffy can't pass.
It's a fight I'd pay to see. I didn't played inFAMOUS but I love Cole's powers and fighting style so as Luffy's. Depending on the area Cole might get the advantage with the water.
The most troublesome of Luffy's traits is the precog. Isn't something like Sharingan now but he can see actual future. A few seconds before Cole does something, Luffy is already prepared for it and will dodge so that's the main problem. But seeing the future isn't something like sealing the future. If something changes, the future does aswell. Cole'd need to be fast enough to attack Luffy before he can react to see the new future. That's what Luffy did against Katakuri, a far better Observation user than him. He boosted his speed so high that even if Katakuri is able to see the future, once Luffy changes it he punches him before he could react to the new future sight.
With speed unequal, Cole can do this with some effort (if Relativistic via reaction is accepted) given the speed difference. With speed equal he'd need some omnidirectional AoE attacks to help him in the battle.
With the increase of volume in replies, I'm gonna have to hold back from replying. Need to focus on homework and finals here I'm afraid. I'm barely on this site nowadays. Will respond again once very available. But it's fun to debate on this level.
That said one thing, I'm not kidding on the "Keep away tactic" since Cole can negate flight through the graviton effect. It doesn't just send you away but actually really messes with your flight, even teleports can't easily get away from it. But will continue this some other time.
