Summary
Kaoru Kashiwagi is the captain of the Goefu, a formerly elite palace guard that was tasked to protect the emperor. However, the new emperor saw this as a waste of resources, and cut off most of the Goefu's funding, gutting it as an organization and leaving few members. Kaoru works hard to prevent the Goefu from being dismantled altogether, but they, along with the rest of the Goefu, are treated with disdain by basically everyone, who sees them as useless.
