Summary

Hell Fighter 17 is the "ultimate Machine Mutant" created by the doctors Gero and Myuu to fulfill their mutual vendetta. Created in Hell, his sole purpose was to locate the original Android 17 and fuse with him to take his true, ultimate form - Super 17.

Machine Mutant Physiology: Though created to be ultimate android (or "artificial human"), Hell Fighter 17 is in fact a Machine Mutant, a special kind of artificial being created by the Tuffles. Like the original Android 17, he is presumably an Infinite Energy Model, though it is unknown if he has and can sense regular ki. As he was created to fuse with Android 17, he has a number of special abilities that allow him to fulfill this goal, such as the power to brainwash the original Android.
