The Halo Installations are part of the Halo Array, a last-resort superweapon system designed by the Forerunners to contain The Flood by destroying all life in the galaxy with a nervous system and enough biomass to be a food source for them, and thus starve out the Flood.
Powers and Stats
Name: Halo Installation
Classification: Ancient Forerunner superweapon
Diameter: 30,000 km (original array), 10,000 km (second array)
Wielders: The Forerunners, Covenant (attempted to use it but were thwarted), UNSC (Currently control Halo installations 03, 05, 07 with intent to decommission), The Created (Cortana now has control of an as yet unidentified Halo installation)
Powers and Abilities: Destroys all of the Flood's food-source by sending a highly radioactive beam that destroys all sentient life with a nervous system in range of the weapon.
Attack Potency: Unknown (It bypasses durability by producing an energy wave capable of destroying all life with a nervous system within a 25,000 light-year three-dimensional range. All seven being fired in unison can accomplish this out to a three-dimensional range of 150,000 light-years from the galactic core)
Speed: FTL to Massively FTL+ attack speed (Radiation pulse when fired is superluminal and accelerates continuously to near-infinite speed at maximum pulse range)
Range: Each Halo Installation has a maximum effective range of 25,000 light years (in all directions).
Note: The Halo Installations do not focus on destruction, since they fire a beam that damages only the nervous system. However, neural physics constructs (such as those use by the Precursors) are vulnerable to a Halo's pulse and will be completely obliterated.
