Summary
Black Bolt is the ruler of Attilan, and the king of Inhumans, a race offshoot to humans genetically engineered by the Kree for their on purposes, every member possessing immense power. His own signature ability is his ability to harness electrons and control them to his will, and his extremely powerful voice, which is capable of splitting apart planets. Due to this, he has to remain mute so as to not cause widespread destruction.
A reclusive emperor, Black Bolt has used his power from time to time to help both humankind and inhumankind, being a hero to all.

Could harm the Sphinx), higher with Statistics Amplification and Matter Manipulation (At full concentration of his powers, was able to counter a planet-destroying solar flare[8]), at least Galaxy level, likely higher with his voice (Made Thanos bleed with a scream[9][10] and damaged his armor,[10] which was undamaged by multiple attacks from Thor[11] and was unaffected by the Silver Surfer’s full power[12])

Note:
- While Black Bolt does harm Gladiator, he doesn't scale to 3-C as it's the latter's durability at peak and there is no indication that Black Bolt harmed him when he was at his peak.
