Summary
Cecilus Segmunt (セシルス・セグムント Seshirusu Segumunto) the Blue Lightning (青き雷光 Aoki Raikō) is the first-ranked member of the Nine Divine Generals of the Vollachian Empire and Emperor Vincent Vollachia's sword. He is widely considered to be the indisputably strongest person within the Empire, and is ranked among the five strongest people in the world, possessing martial skill said to be on par with the Sword Saint of Lugunica and the Admirer of Kararagi.
Cecilus was born in the Vollachian Empire as both the son of a Stargazer and as a Stargazer himself. Upon being born, his father Rowan Segmunt— who in an attempt to produce a child that could reach the Heavenly Sword had already killed eight of his own children— pressed a blade to an infant Cecilus' neck, causing the child to giggle, and proving to Rowan that Cecilus was a success. Despite being a Stargazer that received countless commandments from the Observers for as long as he could remember, Cecilus did not listen to them at all and was unaffected by their coercive power, instead viewing them as an audience for his leading role as the Star Actor of the world.
Even from childhood, Cecilus was a transcendent being beyond normal living things. He was born unconsciously exercising the Flow Method to improve his body's abilities with Mana, and possessed such talent for swordsmanship that his skill as a small child had already far surpassed that of his father's, and of most people's in the world. In his youth he was discovered by a young Vincent Abellux, who upon seeing his power immediately had him join his bid for the Imperial Throne of Vollachia, providing the future Emperor with greater combat strength in a single boy than the rest of the nation possessed in all its soldiers— allowing Vincent to easily win the Imperial Selection.
Although Cecilus enjoyed his life, he never felt pushed in terms of power or skill, and stagnated— even with the second-ranked Divine General, Arakiya, constantly trying to kill him. This stagnation would end when another General's rebellion during a diplomatic meeting with Lugunica allowed Cecilus to cross swords with the Sword Saint, Reinhard van Astrea. Cecilus, lacking any knowledge of the knight's identity, would fail to go all-out and was immediately defeated with a single strike from the weakened Sword Saint. Both upset by his loss and hoping to show Reinhard that he wasn't alone as the strongest, Cecilus would illegally cross the border to challenge Reinhard, allowing an official diplomatic match to be set up which supposedly ended in a draw.

The Dream Sword has the ability to make the dreams of its wielder into reality, in exchange for the blade consuming the dreams and motivation of the wielder, making them forget what allowed them to hold the sword in the first place. Intelligence: Below Average normally, Extraordinary Genius in combat
Cecilus is a monster in terms of combat: as a child he single-handedly slaughtered an entire army that was sent to kill Vincent Vollachia.[12] His swordsmanship was unfathomably superior to his own father's, who trained his entire life in an attempt to reach the Heavenly Sword,[47] slayed numerous people, learned from many schools of martial arts, absorbed and combined their techniques, killed the masters of those schools, and continued to hone himself. Rowan used his accumulated skill over decades of killing to culminate an ultimate sword-flash— a technique which Cecilus considers to be a flashy display with no actual usefulness whatsoever.[19] Cecilus is stated to have cultivated the ultimate lineage of martial arts that cannot be pursued by raw strength,[1] and he was considered to be a master swordsman[59] even before he hit puberty. Cecilus is stated to have martial prowess that rivals Halibel and Reinhard van Astrea, and is described as Reinhard's equal.[60] Reinhard stands in a dimension all on his own, incomparable to even those who could surpass previous Sword Saints,[6] who themselves stand at a level that cannot be reached in a lifetime or eternity of training.[61]
By watching Al fight just a single time, a young Cecilus was able to correctly guess that he possessed an Authority and what that Authority does through sheer intuition,[18] and his intuition also correctly informed him that killing too many Zombies would be a bad idea.[27] He single-handedly defeated every soldier in a Vollachian Fortress with just his bare-hands, all while ensuring he didn't kill anyone.[24] To advertise himself to a young Vincent Abellux, Cecilus slaughtered 200 warriors without allowing a single drop of blood to touch himself.[62] Cecilus possesses a perfect memory– he never forgets a place or object he has seen before.[4] He was also able to weave through a rain of invisible sniper-fire by sheer guesswork,[18] and is said to possess the talent[50] to reach Reid Astrea's level of skill. He not only located and killed the mastermind of the Great Disaster before anyone knew what was even happening,[16] he also then recognized that same enemy at a glance despite their appearance and soul changing,[44] with him even noticing that their soul had changed.
Cecilus' brain possesses incredible processing power, he is constantly taking in information from his surroundings in order to grasp the location of everyone and everything nearby,[4] and his analysis of physicality and behaviour allows him to accurately predict the location of everyone in the vicinity without focusing on them. His mastery of the Flow Method allows him to actively control each and every one of his senses,[4] as well as accelerate his own thoughts in order to process the world in extreme slow-motion;[4] such that in the middle of avoiding a flurry of deadly projectiles, he was able to mull over his feelings regarding the current battle, cause a second Cecilus to be born from his accelerated thoughts,[4] conversate with the second Cecilus, and then battle with the second Cecilus to determine which will return to regular time as the true Cecilus.[4] His mental processing even allowed him to, upon wielding a sword for the very first time, train with the blade for days upon days within his mind, swinging it hundreds of millions of times, all within a fraction of a second in reality,[4] and then utilize the fruits of his efforts immediately in combat.
His swordsmanship is greater than Theresia's, who stood at the very pinnacle of swordsmanship,[63] the sheer might of her overwhelming, natural-born genius utterly crushing the time and effort of anyone else.[30] The Divine Protection of the Sword Saint bestowed her flawless battle instincts, regardless of whether it's a holy sword, enchanted sword, or even the Dragon Sword itself, no steel would not lay bare in her hands,[30] and she was even blessed with intimate knowledge of not only swords, but any weapon whatsoever so long as it was connected to battle.[64] To even the skilled soldiers of the Kingdom, all Theresia saw in their fighting styles were imperfections—[64] when the soldiers’ mistakes were pointed out to them by her one by one, they would eventually correct themselves. However, from Theresia’s perspective, although the way of fixing those faults may be correct, it was never enough. Without even turning around, she caught Wilhelm's silent surprise attack which came from behind her[63] between 2 fingers. She thought Wilhelm's swordsmanship was lacking[30] in his youth, despite him already being the most skilled swordsman in the Kingdom. Wilhelm himself thought Theresia's swordsmanship could never be reached[61] in a lifetime or eternity. Merely witnessing Theresia in battle made Wilhelm despair for his own ability as a swordsman,[63] to the point that he was confused as to how anyone could worry for her safety even as she fought a thousand soldiers by herself. While she was unarmed, a light dancing step from Theresia completely nullified the ultimate demonstration of Wilhelm's life as a swordsman,[63] as if he were merely a little boy.
Cecilus' swordsmanship has also been compared[3] to Wilhelm van Astrea's at his peak. Wilhelm was already the greatest swordsman of the domain[61] at just 14 years old, his skill having already surpassed 15 normal youths combined[61] before he had ever seen live combat. To prove his skills, Wilhelm fought in an arena against 40 of the most elite warriors the kingdom had to offer,[65] some being his own extraordinary comrades,[65] and defeated every last one of them with hardly a scratch.[65] Wilhelm's skills matched evenly against Kurgan's, the strongest warrior from the southern empire, depite Kurgan having a superior build, four weapons, and eight arms.[43] He countered Kurgan's simultaneous attacks from multiple directions, despite being airborne,[43] by allowing his bones to be broken in exchange for slicing off one of Kurgan's arms. In their rematch, Wilhelm made use of the cityscape to lay down his offensive, his agility allowing him to evade attacks that would kill him if they snagged just a shred of clothing.[66] With his monstrous skill, Wilhelm struck the same spot of Kurgan's cleavers repeatedly as their blades clashed, finally shattering a weapon.[66]
After the battle for the Watergate City of Priestella, Wilhelm honed his swordsmanship and regained skills comparable to what he was capable of in his prime,[8] in the age when he had been the Kingdom's sword. Wilhelm has a terrifying way of fighting, possessed of both an exceptionally keen sense of combat and powers of observation, as well as the unwavering determination to risk his life[8] based on what he saw with his own eyes. In a single short battle, using just his observations, he figured out the nature of Yae's steel threads, kicking off of them at the precise angle with the right force to use them as a foothold[8] and escape from an unavoidable storm of steel threads in a confined space.[8] Wilhelm's swordsmanship is so refined that even when faced with fiery explosions in a confined space,[8] he neutralized them by simply cutting them.[8]
At the rare pinnacle of Wilhelm's swordsmanship, which he reached only in moments of extreme emotion or pressure, Wilhelm displayed a level of skill that could be described as placing a foot down[66] on the steps towards the Heavenly Sword, the apex of technique that many warriors strive towards. Wilhelm makes use of everything to elevate his swordsmanship– encroaching, leaping, brandishing, parrying, maintaining posture, transferring bodyweight, guiding vision, applying technique, utilizing obstacles–[67] his nature being akin to a beast's uncouth violence; the violence turned to drive, the drive sublimated to technique, and finally arriving at the status of legendary. Wilhelm's transcendental swordsmanship embodies all of the battlefields he has fought upon: his experiences against the strongest opponents[67] of his era honing his blade. Theresia's ability to intuitively grasp her opponents most vulnerable point,[43] and see floating white rays of battle which she need only trace with a blade[30] to unquestionably kill her opponent had no effect on Wilhelm,[30] as his swordsmanship unconsciously severed those rays.
Wilhelm's skills in his old age were inferior to when he was in his prime,[46] but even so he still possessed 50 years of combat experience as a master swordsman, making him a superhuman even among superhumans.[68] He was able to anticipate his opponents attacks by watching the movements of their eyes, feeling their hostility, reading how they breathe as they aim—[14] countering with perfect timing even if the attacks are invisible. Wilhelm has superhuman, god-like combat capabilities that make it possible to dodge[14] 30+ invisible arms— which even Julius, who can react to invisible attacks on instinct,[12] was unable to detect— just by reacting to the effect the arms had on the dirt in the air. When the number of arms increased further, Wilhelm still faced Petelgeuse and his Unseen Hand by himself, battling the invisible arms which could freely alter their range, direction, and overwhelm the enemy with numbers; by moving beyond the limits of his vision, swaying, accelerating, flipping, toying with his enemy,[69] and drawing ever closer to victory. Those on the level of Wilhelm and Theresia are masters whose skill surpassed the realm of mere humans.[34] Garfiel freaked out after Wilhelm showed him just a fragment of the summit of strength[70] he is aiming for. Wilhelm was on the same level as Theresia's Corpse Soldier, who possessed such supreme skill that she could steal away the functions of a person's leg[6] without doing any unnecessary destruction, only having the barest amount of blood on her sword.
Cecilus completely wiped the floor[71] with Elsa Granhiert in single-combat, who is a warrior possessing excellent technique, overwhelming combat intuition, and impossibly fine control[45] over her own body. Her skills allow her to keep complete control of a fight, while avoiding large attacks in a cellar[10] with very little room to move around. This godlike skill means she could avoid a countless number of ice shards flying all around a room: spinning around, ducking so low she appeared to crawl, stepping off walls to seemingly ignore gravity, and cutting through attacks that were unavoidable,[10] matching what her opponent had in numbers with her own overwhelming degree of skill. Even when attacked in her blind-spot, with perfect timing, at the perfect angle,[10] she easily countered and redirected the attack. Countering unseen attacks aimed at her back, without even turning around,[10] is effortless for her. Every technique she encounters even once in battle doesn't work a second time against her, as she foresees it coming[45] and promptly avoids and punishes the repetition. Even if a countless number of attacks are used, so long as she's seen it once before, every last one will fail to reach Elsa.[72]
Despite Elsa having her senses cut off by Shamak,[73] Elsa managed to accurately aim at her target's vitals[73] and avoid an attack that blew away the entire room she was in,[73] by following her intuition. Elsa's intuition also directed her to chase a fleeing carriage rather than follow her orders,[74] which led her to locating her true target. She has a commendable sense of timing, exploiting a brief moment of distraction to attack, and her prodigious abilities meant[75] she could halt her own blade mid-swing as soon as she realized it would kill her sister. Elsa's incredible combat instincts allow her to dodge attacks too fast for her to perceive,[74] and analyze how to overcome the fighting style of her opponent in the middle of combat.[74] Elsa is an expert in stealth, able to easily leave a guarded building undetected by lurking in the gaps in consciousnesses and slipping past the watchful eye at a quick pace, without making a sound, leaving even her shadow behind.[76] She can anticipate incoming surprise attacks,[76] and weave through multiple coordinated beyond-supersonic whips, where even being grazed meant serious injury, by practically ignoring the concepts of floors, walls, or ceilings,[76] all without using her arms.
After accepting the Purge King's offer and honing his skills for 3 years, Cecilus has surpassed himself and reached the point of being just a single step away from[54] the Heavenly Sword, the very pinnacle that all warriors strive to reach, yet most never even place a single step upon the path towards it.[42]

This is a technique in which a warrior consciously uses the mana within their Gate to amplify their physical abilities— strength, speed, senses, motor functions, and more— achieving transcendent, superhuman characteristics.
- The Divine Miracle of Empty Sky: A sword technique Cecilus picked up from his father. By flicking his wrist with extreme speed, the force of his drawn blade rises into the sky and splits the clouds overhead. Cecilus described this cloud-cutting technique— which his father spent his life devising— as a mere flashy performance with no real usefulness whatsoever.
- The Star Actor's Stage: Cecilus utilizes his brain's extraordinary processing power and imagination in order to craft a theatre within his mind. He views his surroundings as a stage, others as supporting characters, and himself as the leading actor. Through this method, he maintains a mental note on the locations of everyone and everything within his vicinity, such that he can put on a fantastic show with the best use of supporting characters, props, and timing. He can also train himself within his own mind, living out days of hard work and performing hundreds of millions of practice swings all in a single instant of real time.
