Summary
Cathleen Bate (キャスリーン・ベイト Kyasurīn Beito), also known as Star and Stripe (スターアンドストライプ Sutā Ando Sutoraipu), is the No. 1 Hero of the United States of America.
In her youth she was inspired by All Might, who had saved her and her family from a villain attack during his time in America, and grew up to become a hero like him. She considers his two hair tufts to be a symbol of heroism and had her own hair styled in a similar manner with eight tufts, a symbol of her own dedication to heroism.

- Optional Equipment: Star and Stripe has the authority to call the intercontinental cruise missiles to her location. Using these missiles she can unleash her strongest attack, State-of-the-Art Hypersonic Intercontinental Cruise Punch. The explosion from this attack is powerful enough to leave a massive crater onto the seafloor and displace the clouds. After calling in the Tiamat Missiles there will be a period of time before they actually arrive.
- Fighter Squadron: Star and Stripe has a number of fighter jets at her disposal, which are piloted by her close allies. The jets' laser weapons are strong enough to hurt Shigaraki.
Intelligence: Gifted (As the No. 1 and most capable Hero of America, she likely has many years of combat experience, and has even been shown to have received military training. She has excellent control over her Quirk and its applications. According to All For One, Star and Stripe has been the one keeping international criminal organizations at bay while All Might only dealt with Japan, and that she would prove to be far more than a mere nuisance to him. He even admitted he wanted to steal One For All before confronting her, showing just how much of a threat All For One viewed her as. It has been stated that she easily shrugs off cheap tricks and petty tactics from her enemies. She was able to deduce that the explosion of one of her teammates' jet wouldn't be enough to kill Shigaraki, deciding to create a rule that would revolt against other Quirks despite not fully knowing how the All For One Quirk worked. According to Commander Agpar, Star usually tackles her work and hero activities in an independent manner. Able to know with precision the location of her giant air construction despite it being completely invisible to the naked eye)
Weaknesses: New Order can only have two rules in affect at once, and one of those two rules is usually used to grant herself super strength. In order to apply another rule she must drop one of her previous two rules. She must make contact with something and say its name in order for New Order to take effect. If she doesn't know the name of her target, she cannot directly affect them with New Order. When calling the name of a target that has a sense of self, the name she calls out must be the same name the target in question identifies themselves as. Despite granting herself super strength, her physical abilities are still inferior to that of All Might. Her existence erasure has only been used on the air, and it shouldn't be assumed to work on anything else. Her rule also can't arbitrarily affect another target that she hasn't touched through clever wording. As an example, she cannot touch the air and make a rule that whoever touches the air will die. This Quirk does not grant her the power to resist the corrosive effects of Decay.

New Order: After touching a target and calling out its name, Star and Stripe can apply a new rule to it. This allows her to manipulate and bestow new properties onto herself and the world around her. She can give herself additional abilities, as well as manipulate the condition of her opponents body. She can even use her power on incorporeal things like the air or light. She can only apply two rules at once, and can't apply a rule onto something if she doesn't know its name.
- Fist Bump To The Earth: While touching the air, Star and Stripe can shape the air into a construct of herself that is one thousand times her own size. The construct mimics her every move, is invisible as it's made of air, and is stronger than her own enhanced strength.
- United Hyper-Max Output Laser Keraunos: After creating a gigantic air construct of herself, she orders her team to shoot lasers at it, which she collects and turns into a huge laser spear for her giant self.
- State-of-the-Art Hypersonic Intercontinental Cruise Punch: Using her special authority to call upon Tiamat Missiles, Star and Stripe can have her air giant grab the missiles while she applies a rule on them that makes them rotate. This allows her to punch the missiles straight at her opponent, creating a colossal explosion that can be seen from Japan several dozens of kilometers away.
