Summary
Carmen Sandiego was born to Dexter Wolfe and Carlotta Valdez. Her father was an operative of V.I.L.E., an international criminal organization disguised as an exports company, however, he was convinced to turn away from his life of crime after discovering love and becoming a father. Before he could disappear from the grid, he was found by V.I.L.E. operative Shadowsan on a mission to execute him, though could not do it upon the sight of baby Carmen. A.C.M.E., a shadow detective agency, found him first and was killed by Tamara Frasier, who would go on to become the agency's chief.
Ridden with guilt, Shadowsan took Carmen back to the Isle of V.I.L.E. where she was raised by nannies who taught her an abundance of geographical knowledge and culture. Shadowsan and Coach Brunt of V.I.L.E. served as accompanying parental figures to Carmen. She would have a goal to enlist in V.I.L.E. Academy, an elite school to train the best thieves in the world, and eventually got in. She was given the codename Black Sheep and was trained by and among V.I.L.E.'s finest. Shadowsan, still feeling guilt, and wanting to protect her from a life of crime, failed her last exam, preventing her from graduating amongst her peers.
This would not stop the determined Carmen, however, and she successfully managed to escape V.I.L.E. and join her school peers on their first mission, only to discover their true villainous nature. After being taken back to V.I.L.E., she gained a new outlook on thievery and the pain it inflicts upon others. She would escape the Isle, disguised as V.I.LE.'s bookkeeper in her coat and hat, adopting the name Carmen Sandiego, and dedicating her life to stopping the crime organization alongside her newfound friends Zack, Ivy and eventually a defecting Shadowsan, all while attempting to discover the truth about her past.

She can match Tigress in hand-to-hand while moving on top of a moving vehicle[2]. Carmen regularly practices boxing[3] and fought Madame Goldlove[3], someone who was stated by a disguised Ivy to know 15 different lethal martial arts[3])
- Stealth Mastery (When she was only a child learning at V.I.L.E. Training Academy, she was already a master pickpocket and could steal someone's belt without them noticing or it even being visibly apparent that she did[4]. She managed to steal millions of euros from a Swiss bank, an art gallery in Cairo and a Shanghai amusement park before vanishing without a trace with the likes of Interpol agents being unable to track her down despite her making public appearances[4]. She managed to pickpocket an Interpol agent's ID without him noticing while hand-springing on him[4]. She can can appear inconspicuous and change clothes in the span of seconds mid-gliding[4]. She can pickpocket even thieves of her caliber that graduated from V.I.L.E. Academy and can evade her senses like Tigress[5], who is the wiliest thief the academy ever trained, but only second to Carmen[6] as well as Paper Star[7]. She can disappear the very second[1] her figure is obscured[8] or in mere seconds of darkness[9]. She managed to infiltrate a V.I.L.E. stronghold occupied by notorious operatives and stole all of their swords without them noticing[10]. She has sneaked up on V.I.L.E. operatives without even making a sound or being seen[11]. She is constantly able to give A.C.M.E. detective agency - which is noted to be like the CIA and Interpol all in one, skilled enough at shadow operation that even they do not know they exist[12], the only entity more invisible than V.I.L.E. itself[13] - the slip for up to even weeks[14]. Carmen has noted they are superior to Interpol, which she considers "sloppy"[2])

Intelligence: Genius (Growing up on V.I.L.E. Isle, she learned to look out for stealth opportunities since birth[7]. At a young age she joined V.I.L.E. Training Academy, a school for elite thieves where only those with extraordinary potential attend.[4] V.I.L.E.'s agents are so good that the world has virtually no proof of their existence, with Interpol having no record of their criminal activity. V.I.L.E. has masterminded most of the criminal activity in the last two decades with only six of them ever being suspected or captured, then vanishing without a trace before they could be questioned[13]. During her training at V.I.L.E, she took classes to ensure that she would master skills such as pickpocketing[4], self-defense[4], telling the difference between real and fake artifacts that appear identical[4], how to properly execute a bait and switch[4], and infiltration[4]. Carmen was noted to be the best pickpocket in Stealth 101[5] and would have aced it and only failed because her teacher, Shadowsan, wanted to protect her[20]. During her training, she was able to effortlessly dodge the attempts of a robot drone programmed to capture her[19]. She was later able to escape V.I.L.E. Academy having successfully dispatched of one of V.I.L.E.'s elites in the process[1], something which, a master of stealth, and V.I.L.E. operative for much more than 20 years, thought unthinkable, gaining his respect and considering her a master and inspiration[8]. She is also capable of fighting with him in perfect sync[14], while he has boasted the feat of beating a dozen rivals with only a pair of chopsticks[10] and later showcased a similar feat against a set of trained V.I.L.E. operatives[10]. He was also noted to be a former yakuza[26] before joining V.I.L.E. Alongside Shadowsan, she was able to take down two V.I.L.E. operatives who were specifically trained in the academy for the purpose of beating her[14]. She is able to keep up in combat with one of V.I.L.E.'s best operatives[9] on[9] several[10] occasions[10], Paper Star, who is an expert duelist[30] and markswoman, able to hit targets perfectly without even looking at them[30]. She was able to fight Madame Goldlove who was stated by Ivy while "disguised" as her to know 15 lethal martial arts[3] and she struggled to land even a single blow on Carmen[3]. She was able to fight V.I.L.E.'s elites, the Cleaners, while also fighting off the effects of chloroform[21]. She was able to spot a single cat hair on Chief's clothes which she identified as a Persian and deduced that she had one, getting the information she needed to obtain her passcode[31]. She not only orchestrated a plan to steal the Crown Jewels, a task that no one has ever accomplished and was deemed impossible even by Shadowsan[26], but anticipated her capture which was orchestrated by V.I.L.E. and turned the situation around to expose the person involved instead[26]. When she was brainwashed to believe she was an operative of V.I.L.E., she became their best and most valuable asset, so much so that she was offered a position among the organization's elites[15])
Weaknesses: She is emotionally vulnerable when it comes to her family, though as she learns the truth about them in Season 4, this should no longer be an issue. She is stubborn at times and will continue the fight even if she is in no condition to do so.
