Summary
Carl Burbank was a priest. After the drug-related deaths of his parishioners, Burbank joined the CIA, where he gained cybernetic enhancements as well as an arsenal implanted into his body that he could use via transforming his arms. After serving in several black ops missions, Burbank eventually turned to a life of crime as a freelance assassin known as Bushwhacker. After primarily hunting down mutants who contributed heavily to the New York art scene, Burbank would join the Hood's gang of super villains. He later served under General Fortean in his crusade to kill Bruce Banner, the Hulk.
