Summary

Mr. Billy was originally the captain of Horizon Balance, a mercenaries group for hire. He later became a member of the Union and was also friends with Tatiana. At some point in the series or prior, Billy discovered that the world had been on a time loop created by God and with this info he decided to create his own group, Under. Billy's goal is the same as Juiz, the only difference is that Billy cares little for non-negators and doesn't care if millions of people die to kill God.

Victor also is stated that by consciously changing the interpretation of death allows him a multifaceted use of his regeneration. This is also something Billy says is "logic" meaning he too accepts this line of thinking)
• Analytical Prediction (Superior to Shen who as a fighter is constantly assessing which actions would be beneficial to reverse as he considers how his opponent will strike next and reading their strikes trajectory but being unable to predict people like Juiz, Andy, and Nico as well)

Billy's negation is Unfair, this allows him to copy the opponents ability based off them viewing him as a threat. His abilities copied have the same attributes as the real thing, meaning all copied abilities also negate the rules, such as Causality Manipulation, Regeneration, Morality Manipulation, Physics Manipulation and others. These rules are considered fundamental or necessary and removal of them causes what they rule over to be removed from the world such as insects being removed when Uma Insect was killed, this is shown with others as well.   • Unconventional Soul Manipulation (Unfair can interact with the soul; as negations are stated to "dwell within the soul", Negations can also interact with one's soul. To support this more, we know that even when Fuuko is a soul her Unluck directs its stroke of unluck not at Andy, but at Andy's soul as their souls touched, meaning Negation abilities can target the soul and not just the person. Though this is meant mainly for those who have awareness/experience of the soul like Fuuko. In Billy's case his Negation fundamentally interacts with one's soul even if he is not knowledgeable on souls)

These visions of justice appear to be simplistic as only mere quotes or cliches such as "one bound to protect", "one bound to live and lead", and "one bound to fight powerful foes to become stronger")
  • Acceleration (Via Unstoppable can increase his speed and force, in doing so he is unable to stop himself unless his body is changed greatly by having his arms or legs broken to stop himself)

  • Limited Physics Manipulation (He is able to negate a building's balance by touching them which causes them to fall and tilt, furthermore Billy's perception of a building can also be as a town or city allowing him to negate the balance of the area itself as he does here. Billy's perception as well extends to constructs trying to form castle-like defense such as trees. It is unknown if this can work on people)

Unruin's Negation negates the law of Ruin, allowing him to "unruin" his body from anything which ruined it. This is further supported by his interpretation of the negation that people can't ruin his "dreams". It as well can "unruin" one's blindness as it did for Billy who was blind. • Memory Manipulation & Information Manipulation (Type 1 - Negators are excluded from a new Rule's knowledge such as when Galaxy was added and the Negators needed to be informed on its details. Negators also are able to remember removed Rules like Thirst, Insect, Gravity and Magma, and we see Victor still remembers the concepts from Galaxy's introduction to the world from the previous loop. Negators also still hold information from things gone like Shen still knowing the Chinese language)
• Madness Manipulation (Type 2 - Apocalypse is able to flood one's brain with immense amounts of memories from the past to make Fūko go out of her mind and she recovers shortly after. Fūko had previously also withstood the flood of memories from the revolver artifact with her seeing God. God's presence is described as overwhelming by Billy who also held artifacts. Mui, a normal human can also handle using numerous artifacts which normally will destroy the mind. Others should be capable of this as they have also handle artifacts like Feng, Shen, Billy)

• Law Negation of Fairness (All negators either negate their own rule or negate the rule of others. In the past loop, Billy's Unfair was activated through one viewing him as an opponent, in the new loop this has changed to Billy acknowledging one's strength which allows him to gain their ability)

Intelligence: Above Average; Originally before joining the Union was the captain of the mercenary group Horizon Balance, which engaged in special ops warfare, and participated in wars in numerous countries and under different situations. With his array of negations he is incredibly smart at using them even against Andy who has one of the best displays of creativity and use with his abilities, being able to develop numerous abilities over his lifetime. He as well fought and beat Juiz who has had billions of years of experience from fighting Umas to fighting Negators.

Weaknesses: When using Unmove he cannot move himself or it will be undone, burning sections of his body slows down his regeneration, dislocation of certain body parts that do not lead to death are unable to be regenerated. Destroying the brain can cause the regeneration to be slowed as well.
